Portugal has much to offer a potential resident: very affordable health care (free for seniors over 65), incredible range of climates and landscapes, wide range of outdoor recreation, general low cost of living (higher in major cities), very safe country, wonderful cuisine, large English-speaking community (especially in the far south).
